3G watchdog lets you enter your data limit and will alert you/disconnect you if you go over the allowance.

Also worth mentioning are the ones that let you locate your lost phone, (new) Google Device Manager and the standard iOS equivalent. Which could be the most moneysaving of all if you ever need to use them.

I've never used yet, but I believe you can use Google hangouts to make video calls and send messages using smartphones and tablets. Essentially free if you are using WiFi

Onavo Count: This app monitors your data allowance and usage. It then shows you how you compare to others, alerts you when you are near your limit and shows you whether your data allowance will support an app before you install it.
