No HDMI outlet on laptop

That usb will be either for playback of files on pen drive or for sky egineer.
You can buy a scart to hdmi upscaler, never tried one myself. I know this one is £50, just posting for info. If you look around can get it cheaper.

A panel TV can only ever show at its native resolution and has a built in scaler so that anything not at native will be rescaled and deinterlaced.
Depending on the tv a £50 scaler may do a better job than the built in one but I doubt it would for any branded set.0 -

What ports are actually on the laptop. You said no HDMI but does it have VGA or DVI ports?

I wouldn't bother with one of those USB adaptors, everyone I know who has had one complains about them, either limited resolution or display lag being the most common complaints.0
