That's ridiculous! Plusnet's full monthly price for unlimited broadband is £16.99 (I pay much less) for a Market 1 exchange, which yours probably is.
Have you tried 'phoning BT's customer options at any time, if they have such a thing, threatened to leave and/or requested a MAC? Presumably you're past any initial contracted time period?0
