6 BT Line faults (inc loss of BB) in 2 years

As the title says this is now becoming beyond a joke. Although the line gets fixed within a week it is getting very annoying.
The engineers who attend keep on saying the problem is that the close I live in (30 flats) has an aluminium line rated at 70 to the exchange (Whatever that means, but I take it its bad) and that BT wont pay for an upgrade).
Surely with this many faults I can take matters further?
Any advise anyone?
