Non payer keeps extending payment time

I've had, sorry for not paying but i have not been able to get to a computer for the last 2 weeks and still cant until next week'

Fine but then how did he bid and win my item 3 days beforehand and how has he been able to write me an ebay message, surely if he could do this then he can click Pay.

Not too long ago, I had a buyer in Holland fail to pay and just after launching a NPB case [such timing!], I received a message from another eBay ID, claiming to be the buyer's daughter, stating that her mum didn't have access to eBay and was unable to pay for the item as she'd been rushed to hospital... allegedly just after placing the bid. [What timing again!]

So I asked the daughter, if your mother's been in hospital for 4 days and without access to eBay, how exactly has she managed to buy 2 items of clothing and 3 beauty products... yet can't pay for mine? ...Never heard any more.

Just out of interest how do I block this ahem...buyer? Also if this cases closes tomorrow, will the buyer get 2 strikes or 1 (it was 2 separate listings)?
