Bore Hole Engineer problem

So we are over a barrel - we have a bore hole, happy with it, not with the company who service it who are rude, unreliable and unhelpful. We need to have an exchange iron vessel as the existing on is saturated and has been for the last four years. The company originally verbally quoted us £1000 but would not guarantee that this would solve the problem of discoloured water (obviously heavy with iron). We asked for some form of guarantee that this work would indeed remedy the problem (having lost trust in them for previous failings). We are now in the situation that the (small local) company has decided we are difficult (because we ask a lot of questions!) and require full payment upfront. No other bore hole company will wok on our system because the (small local) company has the monopoly. Manufacturer is being unhelpful and supporting (small local) company. If we pay them upfront we have no guarantee that they will infact come and do the work (flip side they come and do the work and have no guarantee that as customers we will pay either - we have no history of unpaid or late bills) - is there anything we can do? How do we best move this forward before we all get iron poisoning? I have never dealt with this sort of (upsetting) situation before and would appreciate any advice.
