P4 Parking Notice charge - Should they be paid?

I park in a private underground car park and after buying a new car at the weekend I didnt realise that I left the parking permit in my old car. I then parked the new car without a permit in the car park.
I went to the car in the morning only to find that I have received a parking notice. I contacted the management of the car park, who advised that I could have a replacement permit, however I would still need to pay the fee to P4 Parking.
I have read on several forums that unless the charges come from the council or the police then they shouldn't be paid, I would like to know if this is the same with my situation.
They have signs all over the car park to advise that a permit is required and that fee will be charged to those who breach the parking regulations. I would appreciate some advise in regards to what to do with the charge as I have to park in the car park on a daily basis and I am concerned about further repercussions.
Any advice would be appreciated.

Is this in England or Wales? Are you the registered keeper of the vehicle? There is an opportunity to appeal, when rejected to use popla to get this cancelled. But wait until the notice to keeper comes between days 29-56 before doing anything, unless its a leased/hired/company vehicleWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. Okay as I said wait until the notice to keeper then come back here, you can do a simple challenge to this company and if rejected you move onto popla.
There are other options though that you should be aware of, if you don't want to handle this you could help this company scam other people by paying their demand, this is not something anyone here would recommend.
The other thing you could do is ignore them and their agents completely unless a letter before claim comes through or a court claim, which you should never ignore. This company has never issued a small claim before ever, and you have a minute chance that they could chance their arm in the next 6 years, though its not likely.

Please read around the forum, any threads about ANY private parking company. You will soon see why you DO NOT pay this fake PCN! And you will learn how to appeal it successfully and it's best to learn about POPLA appeals now rather than have to rush when you get to that stage.
Just read any other threads about any PPC, on page one, every few days (page one changes every day as the forum is so busy so you could come back every third day and read new threads every time). You will also see a few other threads about P4Parking (no gap in their name if you search the forum). They are easy to beat at POPLA.
Let us know when you get the first postal Notice. Relax and read the forum.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, sort of (see below). The operative phrase in the above is 'for now', until NtK.
The old default advice to ignore has been very much superseded because, with a forum assisted POLA appeal, it is virtually certain you can knock this one right on the head - and then, end of story.
Even when the best advice was to ignore, there still remained the minutest of chances that the PPC might instigate court proceedings within a 6 year timeframe. A POPLA win gets rid of the uncertainty permanently.
So next stage - NtK, then the first step in the appeals procedure - appeal to PPC. There's virtually no chance of winning this so the prime purpose is to hook your POPLA code. Then we're at the business end of the process and we can get to work on it.
Please do some in depth reading and research in the meantime (starting at the current forum index page and workng back over the past month or so) as you will have to do the spade work on this with us helping in terms of focus and fine tuning your points of appeal.
Look especially at the POPLA Decisions sticky and the list of cases that have been presented and decided upon - this is where your ultimate, prime focus will need to be concentrated.

This is a genuine error and you do have a permit, so for a first offense the PPC should be understanding. Back in the real world, don't pay, wait for the NTK, do a soft appeal to the PPC, get a rejection and appeal and win at PoPLA by doing your homework.
The advice to ignore is no longer recommended as PPC are starting to feel the pinch of the internet warriors and are stepping up their tactics.Search my post " PoPLA evidence - What to submit" on what is a good defense for a PoPLA appeal.0 -

Is this car park a residential one, with spaces allocated to individual properties? Do you rent or own the property? Your rental agreement and/or lease will be key to answering my initial questions.0
