I think you are ask with the same amount of money, if it is possible to build a PC as powerful as PS4/ Xbox one

GPU power of PS4 roughly equal to AMD 7870 or Xbox roughly equal to 7790
Say take 7850 as middle ~ £150
CPU ~ both 8 core, but with slower speed.
Let's say you take AMD quad core ~ £75
mobo £40
8GB RAM £45
500 GB HDD £43
Blu-ray rom £23
Case + PSU ~£50
Wifi £5
OS ~71
You will be taking around £500.0 -

Around 500 quid for the lot, the children get an xmas budget of £500 each this would of course use it all however I am happy to say the final cost for his budget will be £300 as an extra £200 now will soon be re-cooped via cheaper games etc.
What do you think?

It doesn't really matter how similar the spec the PC is to the consoles as they're not really comparable as software developed for the consoles can be highly optimised as there's only a single Xbox One/PS4 but there's a lot of different PC configurations. Also although the consoles are using similar parts to PC's, the way they've been used is a bit different as both consoles are using eight low performance cores (the Bobcat cores are AMD's Atom rival) whereas the standard Intel processors are fewer, more powerful cores and AMD's main processors are different again as they have more cores but they define cores differently.
When choosing a platform I'd say one of the main concerns is what the friends are going to have because usually the systems don't offer cross platform multiplayer so if you go for a PC and find all the friends are on Xbox One or PS4 then it might be disappointing for multiplayer. I've found the PC has come on a lot over the last couple of years, I rarely have issues getting games to run (aside from terrible ports) and most games that benefit from controllers support the XBox 360 controller natively. Plus the consoles have been getting worse as it's no longer the case that you just put the disc in and play particularly on the PS3 which needs ridiculously large patches at times even on launch day games.

The Xbox 1 is being launched 8 years after the Xbox 360. You will spend a lot more money over the years to keep a PC capable of playing the latest games well.0

Nonsense, PC games are scaled to the ability of the card. Unless its a very ancient/basic card almost everything will play, the only difference is the level of graphics quality. And the best graphics quality far exceed the capability of any console.
Personally though I think if he's a 10 year kid he's likely to want what his mates have, and thats likely to be an Xbox. Peer pressure is everything at that age. He'll play on the PC because that what his dear old dad made for him, but he'll be secretly wishing for an Xbox, if my 10 year self was anything to go by.

All you do is get him to have this pc gaming computer and 2 months after christmas he will pester you for a console as all his friends have one.Don't trust a forum for advice. Get proper paid advice. Any advice given should always be checked0 -
The Xbox/PS4 'experience' isnt simply about grunt
You have the additional features,exclusive games,online gaming etc(yes on PC too,but not cross platform)
Convincing him is one thing,what about when his friends are playing together on Live/PSN?0 -

You're missing the point. Console gaming doesn't involve the ever increasing hardware requirements that PC games do, therefore if money saving is a key priority then a console definitely has the advantage. You will not be able to build a PC for £350 that will play games at a comparable level for the next 8 years.
High end PC gaming systems wipe the floor with consoles, but you'll pay handsomely for it.0
