    OP, lots of boilers aren't very efficient however it's not very MSE to replace a working boiler for this reason as the payback time is about 10 yrs, by which time you may need a new boiler anyway, if it ain't broke don't fix it, look at the boiler again if & when it starts costing you money to repair
    If you want to put it off for a few years, a good flush, refill and service might be worthwhile to get the old system working efficiently - a lot cheaper (I've never done, so can't advice prices).

    As the OP is about to buy the house (so read empty) I WOULD advise to get it done now.

    Once the OP is living in the house and has all thier junk in there, the cost to replace all the rads and boiler will double, due to the extra time it'll take to get access to floor voids and extra making good.
