Have you made sure it is not the Windows Installer itself.

Try installing QuickTime or something and see if you get the same error message. The above explains how to sort out Windows Installer issues.0 -
I have no problem installing anything else...
It is iTunes that will not install.0 -
I have had iTunes installed and since updated several times on Win 8 Pro 64 bit here with no problems.
Is your Win 8 an upgrade or fresh install? I "upgraded" from Win 7 and had to remove the existing iTunes install and reinstall after the upgrade to get it working properly, but no trouble since.0 -
