In your original post you say you assumed the postman would use the post box in the porch. I would just leave a note on the door to ask him to do just that.
It does not say here that you have to have a door bell only a letter box.

Its hard to see why the postman wont deliver, I havent got a working door bell, and the postman just bangs on the door!!0 -

It is not his place to get angry with customers. Having said that, there is a lot of stress about. A postman told me that if he doesnt deliver packages and brings them back, i can be spoken to/disciplined,,which if true is ridiculous..

Do you have Twitter? Fire off a tweet to RM and they'll get someone to investigate straight away. I did the same when a driver nearly ran me over and the response was instant. Saves pennies in phone calls and stamps, too!0

If you are writing to RM/a delivery office etc
then theres no need for a stamp0 -
