Yes, It is possible to refund from the "My Ebay" screen.0 -

No. eBay and PayPal are linked in many ways to if PayPal was showing the transaction as refunded then this would be linked to eBay and the matter considered closed. If op refunds by other means than paid I believe they can select this option in resolution center and provide proof.0
