Item sold on eBay not as described

    Is there a way on eBay to officially refund a buyer without them raising an item not as described? If not, does OP run the risk of refunding, and then having to refund again if the buyer also raises a dispute with eBay?

    Yes, It is possible to refund from the "My Ebay" screen.

    No. eBay and PayPal are linked in many ways to if PayPal was showing the transaction as refunded then this would be linked to eBay and the matter considered closed. If op refunds by other means than paid I believe they can select this option in resolution center and provide proof.
