Do instalments mean I can consume as much water as I want?

Hi everyone,
This question may sound stupid to some (to everybody perhaps) but I still need to be sure. When you pay monthly instalments (8 instalments, as opposed to paying with meters), does the amount you pay remains the same no matter how much water you consume? In this case, what if somebody leaves water running all day long everyday?

If you don't have a water meter you won't be charged by how much you use. But that is no excuse to waste it willy nilly. Water is a precious commodity and should be used sparingly. Some countries in the world don't have enough water, people are dying.
