Little bit of background.

Not paid a water bill for a number of years now something like 5 I think, know its frowned upon but had new borns and 1st few years so water was one of the last on the list of things to pay.

In this time we have moved house 4 times.

Today I've recieved a letter to say they're going to apply for payment through the Water Direct scheme. £704.72 is the balance However the bill in my name only and I recieve no benefits they all go to my wife.
Can they take payment from my wifes benefits?

Also I have the money to clear the debt but want to make sure with us moving house we are only being billed for the time we were living in each house. How would I word a letter to find out as there is no breakdown on the letter.

Thanks in advance
