PCN Charges

I got a PCN for parking at Rivergate Shopping Mall Irvine, Ayrshire, Scotland in Feb. Looked up on the internet and everyone said ignore it so I did. Today I have received a letter from Roxburghe (debt collector I think) saying that administration charges have now incurred and the cost is now £130. The letter also says the contravention date was 21-11-12 and that if I was not the driver at the time, to please inform them as to who was driving. What's the advice now?

Ignore, and if you get a call from Roxburgh tell em to sod off in a few more words something like "all debt is denied and you must now refer this matter back to your clients"From the Plain Language Commission:

If this was Scotland this may be a jurisdiction issue, and also at that particular time in November 2012 Roxburghe were suspended from obtaining registered keeper details by the DVLA for gross misconduct.0

You are safe to ignore in scotland - PoFA doesn't apply there so there is no registered keeper liability and they don't know who the driver was unless you tell them, so they are stuffed. The deby collectors are all bark and no bite. Be thankful you live in Scotland! :-)I'm a retired employment solicitor. Totally, completely and unequivocally ignore.
The DCA letters come from the same source as all the others and are no more than begging letters. The last PPC action that came to Court I'm aware of was in Paisley back in 2010, and there must have been a few hundred thousand speculative invoices issues across Scotland in this time. Do you think all of them were paid?

At the weekend I received a solicitors letter warning of the costs of legal action to recover my fore mentioned unpaid parking charge and that in the event of a Decree being obtained and registered by the Registers of Scotland it could seriously affect my chances of obtaining credit in the future. Today I received a phone call from the solicitors (I think) but because I refused to confirm my address they would not discuss the issue with me. I've still not made any reply to any of the letters but feeling a bit of pressure now. Who else has been down this road?0

Everyone who ignores, that means 100s of thousands each year. This Scotland there is no keeper liability, so how can they determine who was responsible if you don't tell them ? If they phone again just laugh at them and hang upWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
