UKPC Parking fine..! Help should I pay?

Please can someone give me some advice
I use a UKPC carpark for work & I currently pay £47 a month for the privilege!
I recently received a parking charge for £45 as I forgot to renew my permit- it was 2 days out of date and the charge stated not displaying a valid permit!
I appealed the fine stating first offence and that I do pay a regular fee!
Of course it was rejected and they have now given me 35 days to pay !
I obviously don't want to but as I was technically in wrong what will happen if I don't?
Should I write & ask them to provide me a POPLA code and appeal through them?

If they rejected your appeal they should have supplied a popla code automatically if in England or Wales . You shouldn't have to ask for it! Write back and tell them that they have rejected your challenge, if they don't supply the code within 35 days of your original appeal its presumed that they therefore have accepted your challenge.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Hi wondered if you may be able to assist me some more!
On your advice I replied requesting a POPLA number and sent via recorded delivery- this was on the 13/08!
Since I sent this I have received a further 3 letters from them- stating they have received no correspondence from me ( although I have a letter from them regarding receiving my appeal) and today I had on saying because they haven't heard from you I now owe £90 and if I don't pay they will take me to court etc
So I phoned them to tell them to stop sending me letters and to reply to my recorded letter requesting the POPLA code - the conversation was then very frustrating ! They stated they had received to communication from me- even denying the letter they sent and no recorded letter although I told them I have proof of a signature from Royal Mail ( which I have a copy of the signature from Royal Mail!)
Anyway they told me that I couldn't talk to anyone but I had to appeal again although could offer me no reassurance of receipt of communications ! I told them I wasn't happy to appeal again as I always had and had proof! We went around in circles for 15 mins and I had to put the phone down and getting no where only told I had to appeal!
So help what do I do now? I don't wish to go to court but will do if it have too- very angry that they have lost communications & don't see why I should write again , oh and finally I did point out its harrassment to continue to write letters to me - & they just told me to put it in writing !!
Please advice!

Trust me it will never go to court, this lot are to amateur to even contemplate it. You have appealed to them, you have proof of delivery of this challenge, its their problem if they can't find it! I would email them a copy of your correspondence with the proof of delivery and demand a popla code as they have rejected your first challenge.
I would make complaints to the bpa and dvla on this, they are being obstructive and we would like everyone in the same position complaining, send it to the following addresses, make sure you send the email cc the other email address as well

Ok so where I am up to,
A few weeks ago I received a letter from Debt recovery plus Ltd stating I owed £150 and if I didn't pay court action will be taken etc....! I emailed them inc a copy of letter that I had sent to UKPC & Royal Mail delivery proof and told them to stop bothering me or reply to original letter with POPLA code etc....! No response as yet!
Then yesterday I received another bill from UKPC for £90 ..! This invoice was for 2 days prior to the original fine I have been contesting! This is the first correspondence I have received regarding this and I never had any ticket on my car...- although they have photographic evidence for this! So now they claim I owe them twice!!!
Please advise what I should do about 2nd bill - should I appeal again on grounds of never receiving a ticket ( although god knows how they have photos) & ask for a POPLA code or should I just ignore all communications!

I am the Registered Keeper of the above vehicle and am writing to lodge a formal complaint regarding your company's refusal to issue a POPLA code in this case.
Specifically:
On [date] I raised an appeal against the above PCN, within the 28 days stipulated.
On [date] you rejected my appeal but failed to provide me with a POPLA code.
On [date] I replied to your letter formally requesting a POPLA code. This letter was sent to you by recorded delivery and signed for on [date]
I have since received three letters from your agents, Debt Recovery Plus Ltd demanding payment of the charge, dated [date, date, and date] but to date you have continued to ignore my request that you deal properly with my appeal and provide a verification code in order that I might appeal to POPLA.
In a telephone conversation with your office on [date] I was advised that you were unable to deal with this matter over the telephone, and that I must put my complaint in writing. So that is the purpose of this letter.
I expect you to now consider my appeal and either uphold it and cancel the charge; or deny it and issue a POPLA Code.
I require your reply within 14 days.
Finally, I would ask you to note that in the light of your unlawful conduct in obstructing my legal right, as the Registered Keeper, to appeal to POPLA, I have copied this letter to BPA and DVLA for their attention.

Then copy the letter to Steve Clark with a covering letter asking him to investigate UKPC's unlawful refusal to deal with your appeal, and their conduct in continuing to pursue you for payment while the appeal is still outstanding, and copy DVLA in with both letters to bring UKPC's breach of the BPA CoP to their attention.I'm a retired employment solicitor.
