Sky TV / Broadband -- Cooling Off Period??

Hello -- my first post so hoping for some informed advice as there seems to be many knowledgeable people on here.
I've just had over an hour of my life taken from me by Sky whilst trying to negotiate a reduction.
Cancellations were offering me £7.50 a month off if I renew my Sky Unlimited Broadband for another 12 months plus a saving of £54.60 if I pay my 12 months line rental up front (ie a further £4.55 a month saving)
I was trying to get them to give me a further £3.25 a month off so that I could save circa £15.00 with them, get BT Sports via their platform at £15.00 a month (albeit separate contract) and therefore martian my monthly spend on TV, Phone & Broadband at £89.25 a month.... which I still think is high!!!
I do have almost all Sky offer as a package with Movies, Sports, HD etc
After my third call back to them it looked helpful as a young lady said she's see what she could do. She then said it's a "one call offer policy" so she couldn't do anymore than the above offer.
She said I'd have to sign up to those offers and then call back and see what they could offer on top of that. I asked why would I do that with no guarantee but if there was no way in a second call then I'd cancel.... "But you wont be able" she says. "as you'll be in another 12 month period".
I then had what verged on a big row with her saying I'd be entitled to cancel under the "cooling off" rules for distance selling -- she is adamant I cant.
Who is right me or Sky?!?!
