Installing Sky at a property its already at.

My daughter goes back to university in September and they need to set up their broadband and Skys 12 month offer is the best for them. The property is already serviced by SKY as the previous students had to take a 12 month agreements last September but they will be cancelling it. How can she "order" SKY when it wont let her because "the property already has an active line". What can she do?

Well the new people need to put in for cancellation!
She cant order Sky until the line is due for disconnection because it is still their account on the line until they say so.

If the people living there are reasonable, then you could tell them either you will sort out their cancellation and you can get a retention deal yourself and move the account over

    OR

Tell them to inform Sky that someone moving in the house wants Sky also.

If you order within a month I think the line wont get disconnected. You can only do this though once they put a cancellation through which should be sometime now as 30 days notice I think

I understand that the previous occupants have cancelled their agreement with SKY giving notice when they moved out at the end of June.

So given a month's notice, the service would not have ceased until end July.

No, you said that the previous occupants have already given notice. Once the notice period has expired, the line will be disconnected.

Previous occupant had told sky they were moving out BUT the 12 month contract MAY still have been running .....student accomodation so it might only start in September. Anyway, she has contacted SKY who have told her to ring back September 1st and they can set-up installation with a brand new box router etc within 2 weeks. As the occupants do not go back until 2nd/3rd week of September, this is acceptable.
