The previous owner of my house left loads of tins of paint behind and I need to know the best and safest way to dispose of them please?

Mine does - but you have to pay for some of the services. Your local council will have a website - have a browse under either rubbish collection, or disposal of er, iffy, household waste, or re-cycling.
