Cheapest combined Fibre broadband and phone line?

Okay so we need to get a phoneline and broadband connection sorted. We aren't in a Virgin area so they aren't an option. If we wanted to go down the Fibre route, who does the best deal at the moment on fibre and phone line rental?
I'm thinking its between talk talk and Sky? Line rental seems to be around £14 with most providers but I see talk talk does something like £9.95 a month if you pay in advance?
Does anyone know if the advance payment only applies to the first year or does it continue at £9.95 in definitely? Do Sky do an equivalent with a phone line?
Also we don't have a phone line currently, I'm sure when I looked on talk talks site the other day it offered to install a new line for free? Is there any catch to that, is talk talk the only one offering this?
