Virgin TV

My husband pays for virgin phone, broadband package by monthly installments, yesterday he wanted to add a TV package, he offered to pay upfront and was refused by virgin media. (we don't want to go over our budget)
He was told as he is paying monthly for the above the extra package must be monthly also. Is virgin being unreasonable (never missed a payment).
Thanks
Natasha
