Yes it's been sent to the bpa via twitter, they will of course will take no action at this deliberate flouting of pofa 2012 and their code of practice. Yeah I did an was not successful. Then I followed it up by emailing the housing director, who deal with these issues, again my appeal was refused as wing parking are abiding by the rules of the council regarding housing estates.

Sod the council, this has nothing to do with them, what ever agreement wing has with them is their problem. What Wing must do is abide by the BPA Code of Practice, if they don't give a popla code within 35 days the challenge is accepted.

The keeper is in receipt of the rejection of the challenge to you. On this rejection there is no popla verification code, and there is no mention of popla in any of your paperwork. As an approved operator of the bpa you must abide by the Code of Practice.
Therefore you have 35 days from the date of the initial challenge to forward this to the keeper. The appeal to them will centre around your breach of the CoP and various breaches of the Protection of Freedoms Act 2012.
Or you could simply cancel your unlawful penalty charge now, we know you have no chance of winning at popla, and we know you don't issue small claims from a freedom of information request to the courts.

thanks very much stroma i have posted a post on the other forum you suggested.
im still a little scared that they will not comply with me sending that email then i will have to pay over a £100 just for the ticket.
what are the chances that if i sent the letter you suggested, i would succeed?
