Wing parking ticket wandsworth council

i wonder if anyone can help me.

i have tried to keep it as brief as possible

i recieved a ticket from wing parking who are contracted by wandsworth council to issue tickets on housing estates like mine.
i was parked in a disabled bay with no badge
advice from wandsworth council was that it was allowed aslong as a valid parking permit is on display as the bay in not an enforcable bay due to there not being a pole with a sign stating 'blue badge holders only'. apparantly this is not the case on a housing estate as they do not they abide by the Parking Regulation Scheme (PRS), which states on the wandsworth handbook that any car parked in a disabled bay must display a disabled badge and valid road tax.

tried to appeal the ticket but failed, took it a step further by contacting the housing director of wandsworth council and still failed.

i was wondering whether i could do anything about this as i acted within road traffic law but not within the PRS.

my discounted rate of £60 is valid till the 8th of august any help before then will be greatly appreciated.

    So on your rejection to Wing, did they supply a popla code so you can appeal to them ? Have you admitted to being the driver ?
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    thanks very much for your swift response.
    in my email to wing i did not admit to being the driver and the reply i got from them did include a popla code (i dont even know what that is). another thing i have noticed that my ticket states 'parking enforcement notice' and not 'penalty charge notice' is there a significant difference between the two?

    Yes there is a huge difference, this is not a council penalty charge notice, despite their logo on your fake ticket, they have given you the code of popla , there you can appeal external to wing, have a read around about popla start with the sticky threads at the top.

    You are advised to go to popla to get this cancelled, but you need help with the wording which we can aid you with, take your time you have time to get this right the first time. Please don't do this alone as you will fail it.

    sorry i made a mistake on my reply to you, they have not given me a popla code.

    i tried to search popla code on the forums and couldnt find anything.

    Contact Wing and demand a POPLA code.

    Did they give you any information about POPLA?

    no they did not give me any information regarding a popla code.
    1st time i have heard of popla is through you.

    should i be worried that i have until the 8th of august to pay the fine if not it doubles

    and after complaining to the housing director of wandsworth council he said that wing parking had acted within the Parking Regulation Scheme. also how can i go about getting a letter worded specifically to my case?

    Does the ticket mention the Protection of Freedoms Act at all?

    Any chance you can post up a suitably redacted copy I think myself and a few others might want to see this ticket.

    You may have grounds for a serious complaint here.
