Do the new rules apply to ferries as well as airlines?

Flight compensation is covered by EC Regulation 261/2004 and that regulation only deals with travel by air.
For compensation relating to ferry trips you need to look at EC Regulation 1177/2010 (which came into force in December 2012).0
