Baggage Delay

Can anyone tell me please if this applies to baggage delay? In april a group of us went to Tunisa and had to wait for three hours for our baggage as the crew decided to strike once the plane had landed. We had a 8month baby with us and this was very difficult as the airport did not have any baby facilities or restaurants to eat.
