BMW Financial Services Ppi miss-selling

Apologies in advance if I am going over old ground.
I am in the middle of trying to reclaim ppi from BMW financial services for 2 separate policies.
Cut a long story short, few different reasons for the miss-sell ( front loaded, not explained at all etc)
Sent off the forms to BMW, received 2 separate replies, saying the following:
That they were not the seller of the policies, that I should direct my claims towards the dealership that were responsible apparantly for selling them.
Are BMW fobbing me off or should I go to the dealership ( who I currently have a decent relationship with), or should I go back to BMW, or the ombudsman?
Both agreements are both pre 2005, but I have all paperwork,
And i was only aware of the miss-sell when the high court ruling was made, so I am within the '6 year rule'

Any pointers,advice will be most appreciated, and also if anyone has been in the same situation with BMW, and their outcome.

They are correct - the dealer sold the policy.

Do I send a copy of the forms, with a letter informing them I am putting a claim in for miss-sell of ppi?

Yes but be aware, it was pre regulation, so they can dismiss your complaint if they want to, and you can't use the FOS as it was pre regualtion unless they tell you you can.

As mentioned, pre regulation, it is over, before it started.
