as you are so concerned by this that you want to file a civil action in court then you should be concerned enough to see a SOLICITOR and get proper legal advice not the good intentioned second guesses of internet strangers

Unless you have an injunction with power of arrest it is worthless, you will only get one of these if the person has been arrested by the police and the case is supported by a police statement.
I suggest you have a word with the police NPT officer to see if they can have a word with the neighbour.Be happy...;)0
