South African Airways/CAA Claims Overload

Trying to claim for a legitimate 36 hour delayed flight in Dec 2007 from Heathrow to Cape Town (still within the 6 year time period). SAA rejected initial claim. Submitted claim to CAA back in Feb 2013. Their last (final) correspondence in June after months of waiting to hear said due to overwhelming demand for and processing claims they could not guarantee dealing with our claim before December (when our 6 year time limit expires)!! What a total cop out! They suggest we use the small claims court if we want to pursue. We are flabbergasted to say the least.
Anyone had a similar experience or can suggest if we can bring any pressure to bear on the CAA to deal with sooner? Here's hoping.

Yawn. Yes, I've read that about 100 times so far. Maybe 150. I'm not counting.
