    Do hope you didn't pay it and that you found on other threads that you can win at POPLA? We do know how to win POPLA appeals even for P&D car parks. And those 'pretty yellow and blue' colours are actually not what the BPA Code of Practice advises for signs (check the Code of Practice online, June 2013 version).

    Send a challenge, not naming nor implying the driver (write in the third person):

    then when you get a POPLA code, you'll be sending a POPLA appeal like these:

    the above one is Excel and although the first 2 paragraphs don't apply (disability discrimination and not checking their machines for wrong car reg) the other paragraphs do apply. EVEN the one about unclear signage! Always include that in any POPLA appeal as every point forces the PPC to prove otherwise. Actually having the signs, and actually proving to POPLA with correct maps, where those signs are and what they say, are two different things for the PPC (although you are more likely to win your POPLA appeal on one of the other points like 'no estimate of loss' 'no contract proved with landowner' or 'the charge was an unenforceable penalty').

Point being if the driver missed it, then it can't be as clear as all that can it?! And the burden shifts to the PPC to prove otherwise to each point of appeal made:
