Landlord hasn't been to house about 15 years.....

    Do not send it recorded delivery, as LL may be away, refuse to sign for it or not collect it from the sorting office, and it will be returned to you undelivered. This does not prove he is not there any more, only that he was not in when the postman called. Send it via normal first class post and ask for the free proof of posting at the PO counter.

    Do not with hold rent without first asking advice from the EHO and checking the Shelter's website. There is a very specific process for withholding rent for repairs and you must adhere to this to the letter otherwise the LL can claim the rent back and you will have paid for repairs to HIS house.

    You have not actually broken any law by not reporting issues, but things like the rooflights falling through could have caused untold additional damage to the property, and by you not reporting and giving the LL the chance to fix them, you could be held liable for the additional cost of damage since then. However, I think your LL has enough breaches against him for the time being than to worry about this. But, in his defense, if EHO jump on him about the state of the property, he will have the excuse that you never reported the issues, so he was unaware of them - LLs are many things, but not mind-readers!

    Write the letter, then speak to EHO if you hear nothing from him and take it from there. In the meantime, go out and buy a CO detector - they are not expensive and available from most supermarkets and DIY stores. This will tell you if there is any Carbon monoxide leaking from your boiler. If the alarm ever sounds, switch off the boiler and call the Gas suppliers immediately!

    i was kind of wondering why someone who is hardly ever at the house, would need a 5 bed place?

    Where is the property and do you think the Landlord might sell the property?
    No heating since January and a leaking roof.
    How much is the council tax ?

    I could be completely wrong, but AFAIK the compulsory yearly boiler checks only apply if it's gas, not if it's oil and the OP hasn't said which.

    Boiler is gas. Why would the landlord be selling the property if he has not been to see me in 15 years? i have no idea.

    It is my choice to have the 5 bedroom house, everything else in the house is fine, the question is about the legalities of the landlord and the process, therefore thanks WERDNAL, for responding with a great answer.
