PoPLA has been coaching PPC on how to win on appeal

So, a recent FOI request has shown that PoPLA has been corresponding and offering to help PPC win at their own tribunals.
How can PoPLA now be considered to be independent and offer a fair, unbiased judgment on cases they hear?
Is PoPLA regulated itself, or literally a kangaroo Court?
