Orange not happy about international calling services via third parties

Hi All,
I was on phone with Orange support, to query a few entries on my previous bill.
I have international calling barred on my mobile. By mistake I called an international number four times last month, and I was changed on all four occasions, although the call didn't go through and I only received message saying you don't have this service.
Annoying Orange support guy said that's normal. International call barred service doesn't guaranty that it will work every time. He told me that it was my responsibility to make sure I don't call international number.
To be honest, I find that highly ridiculous.
The guy also told me that services like rebtel etc. (which allows you to dial a local number first, and make an international call via that) are not approved by Orange. If Orange find out that I am using such services, then Orange will back track for past 3 years and will charge me all those call at international rates.
Is this how it works? I know numerous mobile users who uses this rebtel like services. Is this true with all network providers?

Orange have never approved of through-dialling services, since 1996 they have actively blocked any numbers they become aware that are being used for this purpose. As for them billing you their charges for the actual cost of the calls they have identified - this is arrogant nonsense.
They can only charge you the cost of the number you dial until you connect - after that, it is none of their business.0 -

I would have suggested using Skype, except Orange plans offer little in the way of data and may block Skype as they appear to block VOIP services.
From their terms and conditions:
"Mobile internet browsing and tethering (whether as part of an inclusive allowance or not) is not to be used for other activities (such as non-Orange internet based streaming services,voice or video over the internet, instant messaging, peer to peer file sharing)."
How last century... Time to move to another network?
