So i received my charge notice, rejected it, had the response ltr and sent a reply as stated on my earlier thread (not able to post link as a new user)
I have now received this

It is not for us to dictate the contents of your appeal, but it is for us to dictate that you must make an appeal, rather than simply demand a POPLA code, if we are to consider and either accept or reject. As previously advised, please inform us of any mitigating circumstances that you believe to apply to this charge, and we will give them our full consideration.

What did you challenge with ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I am the registered keeper and I have already challenged the basis of your PCN. It is not for you to to dictate what I say in my challenge and neither can you insist that it comes from the driver (especially as you wrote to me, the keeper!).
POPLA code please - or cancel it before I email Philip Clarke, CEO of Tesco and I will also make a formal complaint to the BPA and DVLA AOS Compliance Manager as you are out of line not to recognise a denial of liability from a keeper as the challenge that it was intended to be.

It was a response suggested on another thread.....
Dear Sirs
In regards to the invoice received with ref number xxxxx dated xxxx, the keeper denies all liability to your company, if you reject this challenge the keeper requires, within 35 days a POPLA verification code for them to appeal independently, per Version 2 of the BPA Code of Practice.
The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the POPLA code. If you wish to find out why he keeper rejects all liability, pay th £27 plus VAT to POPLA to find out.
The challenge will be deemed accepted if there is no POPLA code on any rejection that you supply withing the timeframe stipulated above

Okay that is an older template letter of mine, you could write back and say that the keeper were a customer of Tesco's, and the keeper didn't see any signs that offers terms and conditions of parking, also as the registered keeper you don't believe they have the any right to offer parking as its not their land, and you require to see the contract with Tesco that allows them to charge customers an unlawful penalty.

Just a note to say that someone on another thread had a tesco/highview charge overturned by Tesco - the porrf of purchase being the tesco club card
