They dont leave the manuals in the hire cars as they get stolen like anything else that isnt screwed down by the various drivers.
I didn't say they 'had to' but as a customer I would be disappointed and a little annoyed not to be provided with a manual. Hire companies are very good at checking cars when they are returned and charging for anything damaged or missing. They could do this for a manual like anything else.
To take the particular example of the OP, had they discovered they couldn't work out how to turn the fog lights on out of office hours, what would you suggest they do? It would have been a non-issue if the manual was provided.
A similar situation could arrise if say a tyre got punctured and the driver wanted to check where the jack points were, or how to operate a non-spare-wheel based solution.
I admittedly haven't hired many cars, but when I have, they have had the manuals in them, which I have consulted.0 -

The BMW 3 series is a brute. for the key to the locking wheel nuts you have to go in the boot and on the RH side is a tray for the first aid kit , you take this out and pull up the fabric lining to the bottom of the tray , the key is hidden below. You scullion! You rampallian! You fustilarian! I’ll tickle your catastrophe (Henry IV part 2)0 -

It is from Europcar, have hired from Alamo, Holiday Rentals before, this and last year, and never had a car manual and this is the first car with DRLs.
As I said I wanted to use the fog lights in Dorset in fog on Wednesday.
Haven't driven in the dark yet so didn't realise the headlights were dimmer when on DRL mode.
Still no answer as to what happens when I press the switch in, it definitely clicks so it does something?0 -

The last hire car I had was from Enterprise, and it did have a manual.Still no answer as to what happens when I press the switch in, it definitely clicks so it does something?
What position is the switch rotated to when you do this? If it's the lights off position then I think pushing it in is the first step in removing the switch from the dashboard (you then rotate it).0
