How to set out letter to terminate mobile phone contract?

Hi,
I wish (if possible!) to terminate my T-Mobile contract without penalty. For the last few weeks I have had very poor signal where I live, much of the time there is no signal at all. I know that poor signal is not a valid reason, but I would like to complain on the grounds of 'Sustained loss of signal'.
Basically, there used to be 2 transmitters in the area - one T-Mobile, one Orange. The Orange one has been permanently turned off a few weeks ago (according to the engineer, because it was old and because the companies are no longer in competition). Also, there have been further problems with the T-Mobile transmitter, particularly when there are large events in the area (which happens A LOT!). They say they are aware of issues, but it may take some time to fix.
On the Which website it states that: 'Under the Supply of Goods and Services Act 1982, a service provider must provide the contracted service with reasonable care and skill.
Breach of agreement
If your provider doesn't provide the service with what is deemed to be reasonable care and skill, then you’re entitled to terminate the contract for breach of that agreement with no financial penalty. '
I would like to know:
a) do you think I have grounds to terminate without penalty?
b) what's the best way to go about it?
Thanks in advance for any advice :)

According to the engineer on the phone (normal CS put me through to technical dept, there is an ongoing issue in the area. From my own point of view, my house is really bad, I have to walk to a different street to send a text).

Update to say that I had no response to my letter but when I called CS, after being passed around a few departments they freely admitted it would take up until October to restore full service and offered me a choice of free signal booster / half price bill for 6 months / terminate contract without penalty. I have taken the PAC code and am now looking for a rolling 30 day SIM only contract. I am happy with their honesty and would return as a customer in the future one the signal problem is fixed.
