This is not your problem. The landlord owns the property, they have an agreement with the building owners. If the landlord grants you permission to keep a cat in the property and the building owners have a problem with that then your landlord is accountable, not you. You don't need to worry about the "pet license".
The absolute worst thing that could happen if you don't get a pet license is you could be evicted at the end of your fixed term tenancy, which isn't something worth concerning yourself over when you're currently spending £4500 a month.
Regarding the painting issue... it's just paint. Move in and let them paint around you, it's really no big deal. Worst case you could go and stay in a hotel while they spend a day painting, that still works out much better financially for you.0
