Stupidly posted yesterday before checking letters that i dumped in drawer to ignore.
I am actually now 28 days past contravention !!!!
I stupidly chose to ignore so i guess i am past the point of a initial appeal to parking eye.
My own fault do i pay fine or stick it out and hope i do not receive court proceedings ??
Yep but that's not the 28 days we asked about is it, not 'from contravention'? Please calm down and read the advice given; I ask again, are you within 28 days of receiving that first letter?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Oh dear, more than 28 days since it was RECEIVED (assumed to be 2 weekdays after they posted it)?
Well you 'should' be too late for POPLA but a bit of a challenge to the fake PCN doesn't go amiss as long as you do NOT imply who was driving. You never know, maybe they will reject and send you a POPLA code unless that first letter was weeks and weeks ago!
If it were me I would send a simple challenge and see if that gets a POPLA code. Short 'soft' appeals discussed here and how to word them without saying who was driving):

Hi I've received a fine for parking in a retail outlet and overstayed by half an hour - I had a puncture which prolonged my stay. Parking eye will not let me off this fine as I do not have proof of a purchase at the retail store. What should I do - the parking was free in the first instance and I'm not happy paying £60 for half hour!0
