Why should you take responsibility for council tax for a property you aren't even living in or within your contract period, sounds dodgy to me.0

He says it's because he doesn't feel comfortable losing cash on rent and deposit on the first month, there was 3 couples interested in the flat today but they were offering much lower pcm so that's why he offered me this.
We plan to say i am only living there so i can get the 25% discount for the first month then register my partner on the 28th of next month0 -
That all sounds a bit odd to me. Is the property being let directly by the landlord or through a letting agents?0
