My Dad ( RIP) was a Funeral Director for over 20 years. Whenever he had to deal with a client in such a very sad situation like yourself, he did not charge for any services.
Approach a Funeral Director and seek their advice. You may not get a full blown funeral which you may want, My dad used to supply a casket, the use of the Hearse and many times, he used to provide a lovely graveside service, without a Priest/Vicar,as a lot of them wanted paying. He used to read from the bible and used to say things that helped the poor parents.
Try one of the independent FD's instead of the big names, they may be more sympathetic.
Your local Hospital should have a Bereavement service, I know my local one does, which is situated near the Morturary, they will know all the benefits system with regards to stillbirth
