No the clock doesn't reset, a POPLA code would still be late. But you WANT a POPLA code to stamp on this unless the Retail Park cancel it (very likely).
You are ducking out of the contact complaint that will cancel the ticket. No-one 'knows' off the top of their head who manages a Retail Park but 'Google does'! Easily found just by reading any results which are Retail Press Releases and leaflets about the place, units for sale, shops for rent, or even just local newspaper articles...all of which I have found within minutes several times by Googling the name of a Retail Park.
Email them a complaint, job done because it will not be the stores that contracted the scammers, it will be the Retail Park themselves.
Read this thread, one of MANY I can think of where a Retail Park Manager has 'called the dogs off' when a customer complains. And in this case the person had even lost at POPLA but still got the fake PCN cancelled by simply finding out who ran the Retail Park:

So PE have replied 'rejecting my appeal'. They have included bullet points of where they believe they lose money, which is helpful.... Ha.
They have, as a gesture of 'goodwill' extended the discount period for 14 more days. Lovely.
Unfortunately the retail park does not have an email address, only an address to write to so I will be aiming to go down there in person in the next few days with receipts in attempt to get them to call it off.
If not, I suppose I will be going through a POPLA appeal as PE did include the number in my letter.
Any other advice on where to go next are much appreciated with this!0 -

I am currently writing a reply to PE although I am wondering whether to just go straight to POPLA having just had a thought. Does the POPLA code have a time limit?
I have detailed in my new letter to PE that my first was not an appeal (as they told me my appeal was unsuccessful in their reply) and I am now indeed giving them my appeal in this letter. I believe it is a good and fair appeal with a few things going in my favour, however I'm not worried about my POPLA code running out. I have said in the letter that it would be easier for all parties if it is settled before POPLA but I don't want to send it and then miss out on mounting a proper appeal to POPLA.
Any help is appreciated.0 -

A POPLA code is gold dust, you must not let it slip through your fingers.
Getting an appeal upheld by POPLA is much more predictable and likely (with help from the forum - don't go it alone) than ever getting one upheld by a PPC (any of them).
And yes, the POPLA code is very much time limited (28 days from date on the letter with it contained), so don't delay, you will most certainly not get a second chance.Please note, we are not a legal advice forum. Have a look at some of these and start drafting one to relate to your circumstances. You can copy and paste as appropriate.

Some of these are a few months old, but nonetheless contain some workable points of appeal.
The points doing most 'damage' at the moment are requiring the PPC to provide:a breakdown of their pre-estimate of losses; providing proof that signage complies with BPA CoP, and providing unredacted copy of their contract with the landowner.Please note, we are not a legal advice forum. Please show us your draft POPLA appeal so we can be sure nothing is missed, and remember the deadline is up, counting 28 days from the date of their rejection letter.
