    It states on the ticket that postal payments can be sent to 'Forestry Commission, PO Box 597, Northampton, NN4 7XN'. Phone number 01604 625625.

    I can't see CPP anywhere on it

    I see the OP has decided to pay it but appeal it - he could ask for POPLA, if this ticket was issued under the Protection of Freedoms Act. POPLA can order a refund.

    I think, the carparkingpartnership.co.uk is facilities managing company registered with the BPA/AOS which offers a package to organisations to charge PCN's... I think, if I were to go to court, I would win on the basis I simply forgot this one time... But I have learned that the fines are spent on the trails, so I am less sore about it. If three of use chip in 8 quid each, it's not so bad.

    The fact the FC is government I guess they could impose a fine of up to £500 if I lost. That's my understanding, anyway. It seems as if they have the best of both worlds with the set up, but could easily be beaten.

    If I could find who the guy was, I could plead with him. But I haven't ever seen him up there.

    So send the payment with your appeal/challenge saying that payment does not preclude you being able to appeal to POPLA since it's clear that POPLA allows for 'any amounts paid to be refunded' if an appellant wins.

    Say you were 'the keeper' as defined in the PFA that day. Challenge on the signage and the non-compliant Notice to Driver and that this appears to be a Parking Charge Notice issued secretly by (or on behalf of, as part of a self ticketing set-up) Car Parking Partnership. As CPP are an AOS member and have to follow the POFA 2012 and the BPA CoP you submit that they have failed to identify themselves as creditor, the Notice is not compliant and nor is the signage on site. As such, CPP should not bank the cheque unless they are prepared to have this considered by POPLA as you have appealed in time.

    If they do bank the cheque they should note that this is not offered as settlement as the matter is not settled. The cheque is enclosed only because the basis for this charge is wholly ambiguous and as the keeper you have not been properly informed if this is supposed to be backed by byelaws or just by the POFA 2012. If the latter then you require the fake PCN to be cancelled or a POPLA code of course.

    And if CPP do not offer POPLA and if they leave the matter ambiguous after a period of 35 days (allowed under POFA 2012 to deal with your appeal) you will be complaining to the BPA and DVLA AOS Compliance Manager without further delay, since the ticket appears to impersonate authority as it's only a 'Parking Charge' not a 'Penalty'.

    Thanks for the info, the only problem is... paying by cheque... I haven't done that in about 10 years, when my last cheque book ran out... So it would have to be an online payment to the FC via their website as instructed.

    OK but why pay straight away anyway then? Why not send the challenge first? Normally no-one here pays and because this seems like a fake PCN to me I would challenge and ask some pertinent questions. Ask them to respond with seven days so you can 'make an informed decision about whether to appeal with POPLA (if available with this ticket) or pay'.
