Still does not prove they have just been opened. Could be she has changed address details to keep someone from knowing about the accounts.

Can you just change an address without providing some evidence that you live there? Seems to make the proof of residence part of AML at least partially redundant if you can.

I can't think of any bank that has asked me for proof of a change of address.

You only have to prove you live at the address you give when you first open the account, -and this is usually done by the bank checking the electoral register. After that, whenever you say you've moved house they just take your word for it. They have to take it on trust because you wouldn't have any bills or documents with your address on if you've only just moved in, and you can't put yourself on the electoral register in advance.
