Planning future energy needs is a governemnt task, if that requires money to be spent on infrastructure then that is their job also.
and that infrastructure will be used by the private utilities to generate profits for their shareholders on the back of ever increasing bills.

just as the government plans for our future food supplies, housing etc and spends money on the necessary infrastructure?

Then the goverenment should recover the cost from the utility companies. A rent for using the infrastructure.

Of course it would be charged back to the consumer but over a much longer time frame than a private enterprise would allow.

You never know the government could always privatise the new infrastructure/rent stream and investors could pay for it again.

I don't see any energy companies rushing out to fund and take on the liabilities without government guarantees.

If needed yes, I don't expect food to be an issue in the same time frame that energy will be. They do plan housing and could possibly do more but they are intervening right now with tax payers money to help get new houses built. Energy takes much longer and huge investment that can't come purely from private companies.

gas powered electricity stations take 1-2 years to build and no problem to find the finance

no need to spend taxpayers money on new owner occupier housings: they just need to address planning rules and banking rules

zero cost to the taxpayers and ordinary people benefit : a win win

Isn't that the sticking point with EDF to build a new nuclear power plant?

yes but only because nuclear is expensive and is only being built for ideological reasons (not commercial ones)

Do gas power stations help our environmental crusade in the long term?

    Is gas infinite?

Is power generation just part of the problem isn't their a problem moving it about too?

It isn't zero cost to the tax payer we just have it removed from our our pockets through "choice" by paying the bills.
