    Just Google the name of the place and look for newspaper or retail articles which might say who runs the place. Or go into the stores if you were shopping and complaint to them! I do wonder why you didn't do that at the time when you got the first insulting letter (fake PCN); I would have?!

    Anyway if you end up writing a complaint to the Shop Managers, CEO or managing agent of the retail park (NOT the PPC!!) then you can use some paragraphs that suit, from this complaint I wrote in post #13 on pepipoo where I post as SchoolRunMum:

    ...or an even stronger one I wrote for someone covered by the maternity provision of the Act - clearly you'd have to carefully change it all to 'disability discrimination' and change Morrisons and Parking Eye to your own companies - but the complaint is a very angry, strong one if you like that sort of thing:
