He's returned it now as "not as described". He tried market place and went into phone shop and was told by both to return as it couldn't be done very cheaply. Paying the out on top of the price of the phone would have made it more expensive than getting another one.

Apple dont unlock phones the networks do, these services on eBay are nothing to do with jailbreaking, they have people who work for the various networks who have access to apples whitelist database that store the lock status of evey imei
(1) unlocking is done by Apple's servers - the networks may update the locking register to permit a locked phone become SIM free. They take a fee for this as its implied they have to pay Apple for the service
(2) the rest of your comment is nonsensical. Are you seriously suggesting network staff are offering private unlocking services with the full approval of the network? Define who 'they'' is! Further having access to a whitelist means nothing. The requirement is to update Apple's database of handsets, and this is strictly controlled. When the data is updated, it is the user connecting through iTunes, who 'unlocks' the handset.0 -

I would have just sent it back as not as described, if the seller said it was unlocked and it turned out it wasn't, then why should be the buyer who has to sort it out?

Im not saying the networks give their approval, it's simply rouge employees who work in the relevant department or have access to someone that does, if it was just a jailbreaking solution as you stated it wouldn't be network specific it would more likely be baseband specific
