Is it touch down tine or arrival at gate that counts?

My delayed flight touched down 2 hours 55 minutes late, but took another 15 minutes to get to the gate and de-plane. Which figure counts? - is the flight more than 3 hours late or not?

Touch-down time.
(That is why Ryanair blow that annoying trumpet after landing rather than when they get to the gate.)0 -
Hmm what about if touchdown is exactly 3 hours late - does it qualify or not? Of course Monarch says it doesn't!0
