Thanks Bazster, that is exactly what I'll do. I was so enraged I was verging on sending them a letter now but I guess it will be even more fun knowing they've wasted their money getting the keeper details from DVLA...
I do think in the case of this location they've elected to remove this "time of observation" field on purpose due to the short periods of parking involved. Otherwise why would it be on their specimen notices... which are clearly from the same portable printer system as was used to "ticket" my car.

I was thinking about that course of action; but I couldn't see which of the 4 grounds for appeal this would fall under for POPLA? You are right, there is talk about grace periods but only with relation to deciding if you want to park. I had parked, I'm not disputing that. I didn't see the signs as it is an area I've parked in lots before which has become monitored recently it seems, and the signs are pretty few, far between and high enough that you don't see them easily from within the vehicle.
3 out of 4 boxes can be ticked (just not the 'stolen' one), see this explanation by the excellent 'Parking Prankster' (and do read his earlier blog links about his fun appeals to Highview prior to beating them at POPLA!:

Don't be fooled and don't write your POPLA appeal without help to perfect it. For now it's a waiting game so read some threads about POPLA appeals (any on the first few pages of the forum, there are lots of POPLA appeal examples on other threads).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
