It's what the colonial soldiers used to call black people, particularly those with frizzy hair. Not a phrase many would use nowadays.

I think I would be complaining if someone referred to me as that, whether I was black or not. It doesn't sound like a compliment.

It's hard to tell without knowing the context in which he said it to you. If it makes you feel uncomfortable then ask him to stop.
