    The short answer is probably. It is possible to create a valid contract for parking by way of a sign and to force performance of that contract through the courts. Whether it is worth it or not is another matter.

    In my view a contractually agreed sum for parking without a permit would be the easiest to enforce but you should take proper legal advice because if you go that route you are then in the business of supplying parking services with all the planning, accounting and tax considerations that entails.
