Once he passes the quotes usually increase. He is more of a danger on his own compared to being with an instructor.

Have a look at the Co-Op who do a black box policy for young drivers. Can bring it down a lot.

Also see the tips on here about adding you to the policy etc which can help.

    Small car = big premiums

Despite their insurance group, they get classed as high risk due to the number of young drivers using and crashing them.

    £12K...really ??

Just ran a quote through meerkats on a 1.6 GTI 207 (for example) with a SW7 postcode, Fully Comp is only £4700...unless your son's occupation is a bad one, I cant see it being 12 large?!

Good luck with whatever you decide to do but maybe selling it and buying a lower group'd car would be best.

For young drivers, the car is the easy affordable bit. Until they are in a position of been able to insure a car, tax it, maintain it, then it would be better sold whilst it still runs.
The smart move is passing the test and getting covered on someone's policy who owns a car already with a firm like directline as a very occasional named driver, even if they never drive and build some NCD they will allow on a policy.
As long as no fronting takes place it can help get a foothold.
    Be happy...;)
